The Indiana Horse Racing Commission is accepting applications for a ROAP accredited Steward at our licensed Horseshoe Indianapolis racetrack in Shelbyville, Indiana. This is a contract position paid by the Indiana Horse Racing Commission. Per-diem pay ranges from $350 - $400 per day. ROAP accreditation and continuing education are required.
While duties are standard in scope, a sampling is listed below:
1. Officiate the running of the race; observe for compliance with state and federal laws and rules; work in conjunction with commission security and federal regulators to investigate potential law and rule violations outside of the running of the race; interpret and enforce state and federal laws and rules; issue rulings when appropriate.
2. Function as a member of the three person quasi-judicial panel by conducting hearings on alleged rule violations. This includes preparing hearing request and hearing notice packets, reviewing evidence and hearing testimony on the allegations, deliberating on the matter in question, and determining the appropriate sanctions when a violation is found. It also includes writing rulings for decisions made by the Stewards; Act as witness and/or assist the commission's legal department with preparation of appeals from Stewards’ rulings. Testify at administrative law hearings regarding appeals of rulings or occupational license denials, suspensions, and revocations.
3. Track and review all equine drug testing results for compliance and provide Horsemen's Bookkeeper with timely notification of when purses can be released. Work with commission staff and federal regulators regarding any special drug testing needs.
4. Determine license applicant suitability through interviewing, reviewing known information, contacting other jurisdictions, and seeking input from the commission’s executive director when necessary.
5. Prepare, update, and administer trainers' test to applicants.
6. Advise commission Executive Director regarding proposed racing officials.
7. Evaluate rules and submit proposed rule changes to the commission’s legal staff. Stay updated on current trends of the industry.
8. Maintain a Daily Report to log all rule violations and all rulings. Follow through to ensure all Stewards’ decisions are enforced.
9. Review incident reports received from commission and track security regarding ejection or exclusion of patrons or any other circumstances of interest to determine if the commission needs to take any action.
10. Investigate promptly and make a written 'draft' decision on any official complaint made by the public. Review with Executive Director before finalizing.
11. Oversee the race office. This includes reviewing entries, observing the draw to assure that the Racing Secretary has fulfilled qualification requirements of all horses entered, and resolving any disputes or questions. It also includes reviewing scratches and vet list scratches, evaluating the condition of the track, and communicating with all racing officials to ensure starting gate, tote system, photo-finish, video, etc. are operational.
12. Other duties as assigned by the commission and federal regulators.
