Association Steward for Thoroughbred & Quarter Horse Racing - Iowa

Job Description: Prairie Meadows Racetrack in Altoona, Iowa is looking for an experienced Association Steward that will preside over the regulatory aspects of racing during the 2023 racing season being a part of a three member Board of Stewards. Our 2023 racing season in Iowa begins on Friday, May 12, 2023 and continues through Saturday, September 30, 2023 for a total of 80 racing days with both Thoroughbred and Quarter Horses racing.

More detailed job duties include: Enforcing all rules and regulations of the Iowa Racing and Gaming Commission. Work in conjunction with the State Stewards (Commission). Make decisions regarding possible rule infractions. Preside at hearings and the drawing of entries.
Issue rulings on all racing matters during the racing season. Draft and/or edit Stewards’ notifications, protocols and recommended rule changes. Research and provide copies of drug classification, recommended penalty, trainer’s ruling history and split sample protocols to state stewards and trainer of horse with alleged positive test. Receive all scratches for scratch time approval. Inform trainers concerning unlicensed owners, jockeys or trainers in program from IRGC Licensing staff report, provide Horse ID with copy and posted copy in Racing Office foyer. Review daily racing program for eligibility, weights, medication, equipment, claiming rules, ownership, workouts, first-time starters, sex, etc. Check for equipment change and first-time starter cards on file. Check all horses listed as intact males (C & H) in program against registration certificate, often calling trainer to confirm. Check ownership on registration certificates when necessary. Record owner transfers with necessary notarized bill of sale. Record trainer transfers with consent from previous trainer.
Circulate claims email to TV & Racing Office immediately after claim. Work with Prairie Meadows and other jurisdiction state vets, paddock judges, starters, stewards and racing offices to get entered horses off RTO lists prior to race day. Maintain Stewards’ clipboards on a daily basis (charts, overnights, claims, transfers, etc.). Maintain, administer and graded trainer and assistant trainer exams. Distribute first-time exercise rider and pony person approval forms for stewards, outriders and starter to sign along with training protocols for handling horses on track during training. Open to continuing education training for certain aspects of horse racing in order to satisfy requirements within the horse racing industry via federal, state or local laws pertaining to horse racing. Represent the best interests of the association/racing administration regarding racing related matters. Establish good communication with Vice President Racing, Racing/Assistant Racing Secretary, Licensing Office, Clerk of Scales, Horsemen’s Bookkeeper, Paddock Area Staff, Starting Gate, Stall Superintendent and Test Barn. Visits with or to these areas is encouraged in order to help maintain integrity and good rapport throughout the racing season. Perform other duties as assigned.
