Your New Role – Deputy Steward (Seasonal Appointment)

The Oregon Racing Commission (ORC) regulates all aspects of the pari-mutuel industry and protects the licensees, the racing animal athletes, the public and the state. The ORC encourages and supports members of the industry in promoting live handle growth and enhancing live racing by attracting businesses to Oregon that are involved in technological advancements. This includes live race meets conducted at horse and greyhound tracks, off-track sites and multi-jurisdictional simulcasting and interactive wagering totalizator hubs who conduct business online through a closed-loop subscriber system. The agency has approximately 3,700 active licensees.

It is the responsibility of the Board of Stewards section to enforce the provisions of Oregon Administrative Rules that relate to racing. The Board of Stewards is a three-member board comprised of two state stewards (the Presiding Steward and Deputy Steward) and one steward representing the race meet operator (Association Steward). All decisions, rulings and orders of the Board of Stewards must be made by a majority of the stewards. They are responsible for the proper conduct of the race meet and for the enforcement of the statutes and rules of racing. The Board of Stewards have authority over licensees of the commission and all persons on a racecourse and, as such, are authorized to investigate any matter related to racing in order to protect the best interests of racing.

The Oregon Racing Commission is seeking a Deputy Steward to oversee the running of each horse from the stewards’ stand at every race meet conducted in the state of Oregon, supervise the taking of entries for every race on the card for each race day and the drawing of post positions, investigate and render a decision on every protest, objection and complaint made to the Board of Stewards, and participate in the conducting of hearings on alleged violations of the rules of racing. The Deputy Steward may also testify before an Administrative Law Judge when summoned, and fulfill other duties as assigned.

This position works on a seasonal basis with responsibilities from May through October. The primary work location is in Grants Pass with travel to Union, Prineville and Tillamook for summer noncommercial race meets. The work hours will be irregular, requiring evenings, weekends and holidays and may take place in office conditions or outdoors during various types of weather.

Minimum Qualifications Required:

Four years of lead work, supervision, or progressively related experience; OR one year of related experience and a bachelor’s degree in a related field.

Special Qualifications:

Must be accredited and current with the Racing Officials Accreditation Program in association with the Universities of Arizona and Louisville and be in good standing with all racing jurisdictions. Applicants who do not possess this credential may still be considered but will be expected to obtain this credential.
