Executive Director Position Overview
The Oregon Racing Commission (ORC) has an exceptional opportunity for an experienced
leader to serve as the Commission's Executive Director. The Executive Director is appointed by
and reports directly to the Commission. The Executive Director is responsible for
the overall direction of the agency in supporting the Commission's mission. This is
a permanent, full-time, executive service position located in Portland, Oregon. If you are hired,
you will become part of the State's Executive Service team.
The ORC is a one-program agency charged with the responsibility of regulating all aspects of the pari-mutuel industry and therefore protecting licensees, racehorses, the public and the state. At the same time, the ORC encourages and supports members of the industry in promoting live handle growth and enhancing live racing by attracting businesses to Oregon that are involved in technological advancements. This includes live race meets conducted at racetracks, off-track sites, and multi-jurisdictional simulcasting and interactive wagering totalizator hubs that conduct business online through a closed-loop subscriber system. What Are We Looking For?
Three years of management experience in a public or private organization that included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation.
OR
Two years of management experience in a public or private organization that included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation;
AND
45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.
OR
Three years of professional experience as a program/project leader, assigning and reviewing work of professional staff (e.g., engineers, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget.

Candidates who are the most competitive will have the following skills, background, and experience:
Leadership experience with a Board, Commission, or public agency
Experience in public relations (including press relations, personnel, marketing, etc.)
Experience related to racing
Demonstrated ability to form collaborative and productive partnerships with a diverse set of stakeholders and staff
Knowledge of the principles and practices of the pari-mutuel industry
Working knowledge of the principles and practices of employee relations

These statutes together provide that the person who assumes the position of Executive Director of the Oregon Racing Commission, or their immediate family member, may not:
Own or have any other financial interest in any animal participating in any race meet in Oregon.
Own or have any other financial interest in any race meet, public training track or race course in Oregon.
Bet or wager, in any manner, on any race meet held under the license and supervision of the commission if such individual acts in an official capacity in connection with that race meet.
