Steward - Indiana

Indiana is accepting applications for a ROAP accredited Steward at our Indiana Grand racetrack in Shelbyville, Indiana.

Along with the requirement of current ROAP accreditation and continuing education, Indiana’s Steward’s positions are contract positions paid by the Indiana Horse Racing Commission.  Per-diem pay ranges from $350 - $450 per day.  While duties are standard in scope, a sampling is listed below:

  1. Officiate the running of the race, observing for compliance with state laws and commission rules and issue appropriate rulings if needed; interpret and enforce commission laws and rules; work in conjunction with Commission Security to investigate potential rule violations outside of the Stewards stand.
  2. Function as a member of the three person quasi-judicial panel by conducting hearings on alleged rule violations, hear testimony and evidence on the allegations, deliberate on the matter in question, and determine the appropriate sanctions.  Write rulings for decisions by the Stewards; prepare hearing request packets as needed for hearings or appeals.  Act as witness and/or assist commission’s legal department with preparation of appeals from Stewards rulings.  Testify at administrative law hearings or commission meetings regarding appeals of rulings or occupational license refusals/denials/suspensions.
  3. Track and review all post-race and out-of-competition drug testing results for compliance and provide Horsemen’s Bookkeeper with timely notification of when purses can be released.  Work with commission identified staff regarding any special drug testing needs.
  4. Make license suitability determinations by interviewing applicants, reviewing known information, and checking with other jurisdictions.  Seek input from Executive Director regarding license suitability due to questionable license &/or criminal history.   Respond to inquiries from other jurisdictions regarding Indiana licensees.
  5. Prepare, update, and administer trainers’ test to applicants.
  6. Provide suitability input to Commission Executive Director on proposed racing officials.
  7. Evaluate rules and submit proposed rule changes.  Keep updated on current trends of the industry.
  8. Keep a Daily Report to log all infractions of the rules and of all rulings.  Follow through to ensure all Stewards decisions are enforced.
  9. Review incident reports received from the Security Department regarding ejection or exclusion of patrons or any other circumstances of interest to determine if the commission needs to take any action.
  10. Investigate promptly and render a written ‘draft’ decision on any official complaint made by the public.  Review with Executive Director before finalizing.
  11. Race office observations to include review of entries; observe the draw to assure that the Racing Secretary has fulfilled qualification requirements of all horses entered and to resolve any disputes or questions; review scratches and vet list scratches; evaluate the condition of the track and communicate with all racing officials to ensure starting gate, tote system, photo-finish, video, etc., are operational.
  12. Other duties as assigned.
