Racing Division is responsible for the regulation and oversight of all pari-mutuel horse racing and wagering conducted on and off-track in the state of Arizona, in order to enforce state laws and regulations, to protect racing participants and the wagering public. It also exists to serve all of its licensees involved in horse racing. The Division conducts investigations, equine and human drug tests, and hearings or investigation referrals, in addition to collecting revenues for the State.

PARI-MUTUEL AUDIT PROGRAM SUPERVISOR

JOB SUMMARY:
The Pari-Mutuel Auditor establishes tax liabilities, breakage, outs liabilities, license fees and admission taxes for organization, inter-track wagering and inter-track wagering location licensees. Examines and analyzes computer data for compliance of pool reporting to the Board. The Pari-Mutuel Auditor travels to various wagering locations to perform audits of mutuel clerk activity. Assists the Director in the examination and/or assessment of mutuel department operations. Acts as liaison with the commercial racing permittees.

JOB DUTIES:

  • Supervisor of mutuels shall monitor the wagering and the pari-mutuel departments at all racing meetings and additional wagering facilities.
  • Performs calculation verification Audits and tests of automated pari-mutuel totalization systems operating within the state to ensure calculation accuracy and compliance with Arizona statutes and A. A. C. R19-2-523. Prepares reports to notify track management, the stewards, the director and other department personnel when necessary.
  • Verify permittee input into department’s pari-mutuel database. Queries erroneous records back to the originating permittee and verifies that corrections are completed.
  • Maintains the database for completeness and accuracy of the information contained. Comply compiles and organizes pari-mutuel data contained in the database for the Department annual report and other reports as requested or required. Writes database queries and reports as requested or necessary to provide optimal functionality of the database.
  • Develop spreadsheets, databases and templates for pari-mutuel and other department applications to provide facilitating and end-product work tools.
  • Prepares for recapitulation sheets concerning pari-mutuel activities for submission to the director and others who have an interest in such reports.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Knowledge of:

  • Modern pari-mutuel systems and how they function and interface with each other the types of totalizators equipment being utilized by each Arizona permittee
  • How to compute the distribution of pari-mutuel monies wagered including those monies due to the state, permitting, racing participants and the public
  • Electronic data processing hardware and applicable software
  • Arizona racing commission rules and regulations and Arizona revised statutes applicable to the racing industry in Arizona
  • Knowledge of pari-mutuel wagers, calculation of payoffs and distribution of pools

Skill in:

  • Gathering organizing and analyzing facts to make logical interpretations
  • Analysis and interpretation of financial data and accounting systems
  • Excellent interpersonal, written and oral communication
  • Operating electronic data processing systems used in Pari-Mutuel wagering and
    auditing
  • Working independently with a minimum amount of supervision and make effective judgments on the basis of partial or incomplete evidence
  • Developing comprehensive reports
  • Reviewing and analyzing patron complaints involving disputed wager payouts

Ability to:

  • Determine applicable statutes and rules
  • Formulate appropriate courses of action and communicate those courses of action to decision-making authorities
  • Maintain related certifications
  • Work in a smoking environment and must be able to stand for extended periods of time

SELECTIVE PREFERENCE(S):

  •  Bachelor’s degree in Accounting or related field
  • Three years of financial investigations or closely related experience
  • Professional certifications such as CPA, CFE, CIA and/or CMA preferred
  • One year of audit/accounting experience strongly preferred
  • Previous racing industry experience as a pari-mutuel auditor, supervisor or manager

PRE-EMPLOYMENT REQUIREMENTS:
Candidates for this position will be required to submit to a criminal history investigation.  Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
