Description
 

The Massachusetts Gaming Commission is seeking to hire a Financial Analyst for our Racing Division. Under the direction of the Director of Racing, this position is responsible for providing a systematic review, analysis, interpretation, and evaluation of fiscal matters; records management; and related duties as assigned.

 

Duties and responsibilities include, but are not limited to, the following:

 

  • Formulate, track, and maintain relevant program budgets, revenues, and expenditures
  • Monitor and report on compliance of the Racing Division and its licensees with MA General Laws, Chapters 128A and 128C
  • Oversee management and disbursement of statutorily-derived trust funds, purse accounts, and other accounts payables
  • Oversee management of accounts receivable
  • Maintain financial records and prepare related reports and correspondence
  • Prepare key components of monthly, quarterly and annual reports
  • Review pari-mutuel activity billing for all tracks and meet with track personnel to resolve discrepancies and approve final billing
  • Submit all billing to the race tracks
  • Work with outside contractor to ensure accurate tote information for billing purposes
  • Review purse with tracks to ensure compliance with statutory requirements
  • Calculate annual assessments at all tracks
  • Review unclaimed tickets and audit reports
  • Calculate quarterly local aid reports
  • Oversee management and distribution of trust funds
  • Work with the MGC’s Legal Department as necessary
  • Review and approve pari-mutuel simulcast contracts with all export tracks
  • Work directly with tote providers and track pari-mutuel managers to ensure regulations are met
  • Provide and determine accurate list of all track signals and pool reports
  • Present findings to the Commissioners at public meetings
  • Perform other duties as assigned

Agency Overview: 

The Massachusetts Gaming Commission is responsible for the implementation of the expanded gaming law (Chapter 194 of the Acts of 2011). Under the law, the Commission is tasked with establishing a regulatory framework for the solicitation, licensing, taxation, and oversight of a maximum of three casino licenses and one slots parlor license in Massachusetts.

Experience, Education, and Training:

  • A college or university bachelor’s degree in the field of finance or business administration/management preferred
  • At least 5-8 years of finance and/or Pari-mutuel experience preferred
  • Experience with relevant financial and office software applications, particularly Microsoft Excel and Access required
  • Previous similar experience in local, state, or federal government agency setting preferred
  • Previous experience in the racetrack industry preferred

 

Salary is commensurate with experience. 

 

The successful candidate will be required to pass an extensive background check that includes a full credit check, CORI, drug screen, and finger printing.
