Deputy Director - Minnesota Racing Commission

This position is the chief operations and budget officer for the Minnesota Racing Commission. Primary responsibilities involve the administration of the pari-mutuel racing enabling statute and rules and official policies promulgated by the Commission. With the MRC executive director, the deputy director plans, organizes and directs the regulatory operations of the Commission and directly supervises the daily activities of Commission staff and contract employees. 

Key Responsibilities
- Act as the Commission’s operations officer, responsible for supervising all Commission investigative and licensing staff, and live racing functions.
- With Executive Director, plan, prepare for, participate in and implement decisions made at meetings of the        Racing Commission and its committees.
- Assist with the development of biennial and annual budgets and special financial, regulatory and administrative reports for the Racing Commission and advisory committees.
- Participate in the development and implementation of policies, practices and regulations governing racing in Minnesota.
- At the request of the Executive Director, serve as the Racing Commission’s liaison and spokesperson with the Governor’s office, the legislature, other governmental agencies, the horse racing industry, the news media, and the general public.

 

Minimum Qualifications

  • Bachelor's Degree
  • Knowledge of pari-mutuel racing or gaming industry sufficient to demonstrate a comprehensive understanding of the industry and its participants
  • Excellent written and verbal communication skills, with a demonstrated ability to communicate effectively with a wide range of stakeholders
  • Working knowledge of Microsoft Outlook, Word, Excel and PowerPoint

And

  • Five years' professional experience in the private or public sector with responsibility for daily operations, including supervisory responsibilities, project management and/or budgeting

Or

  • Five years’ professional experience working in a regulatory capacity with a public agency.

Preferred Qualification

  • Experience in multiple aspects of the pari-mutuel or gaming industry.
